Add the plain flour and sauté on a medium flame for a few seconds. Add the milk-water mixture gradually and cook on a medium flame for 2 to 3 minutes, till no lumps remain, while stirring continuously. Add the salt and pepper and bring to a boil. Serve hot garnished with the grated cheese.

This recipe is a good way of avoiding the use of cream. I substituted stock for water, because it adds depth to the flavours. I didn''t garnish it with cheese. And I added a little bit of garam masala. That really complemented the flavors!
